At a time where public spaces are extremely privatized, how can one create such a space, that in disguise, is uncontrolled, unmonitored, and allows communal activity to unfold?

Although it's considered a public park, Alshaheed Park is fenced and operates in certain hours.

Areas around governmental building are fenced and heavily watched by security, which make these spaces less walkable and pedestrian freindly.
